ICEC was brought about at an Environmental Conference held at University of Wollongong 30 June - 1 July 2006. Its inception was promoted at a further seminar in August.

The idea was to promote community - environmental protection through:

• mutual interaction and support between Aboriginal and non - Aboriginal groups;
• the distribution of information; and
• focusing on the Illawarra while having regional links.
